The Office of Animal Care and Use administers the NIH intramural program
of Animal Care and Use. This includes managing the Animal Welfare
Assurance and programs of compliance with the following laws, regulations
and policies:
- Guide for the Care and Use of Laboratory Animals (Guide)
- Manual Chapter 3040-2 Animal Care and Use in the Intramural Program
(MC 3040-2)
- Public Health Service Policy on Humane Care and Use of Laboratory
Animals (PHS Policy)
- U.S. Government Principles for the Utilization and Care of Vertebrate
Animals Used in Testing, Research and Training
- USDA Animal Welfare Act and its implementing regulations
- International Transportation Standards and other applicable laws.
To accomplish this mission, OACU performs the following functions:
- Requires records of compliance from NIH components, assessing compliance
and coordinating assurance with the Office of Laboratory Animal Welfare;
- Maintains documentation relative to accreditation status of each
NIH component and assembles NIH accreditation status reports;
- Serves as liaison with the Association for Assessment and Accreditation
of Laboratory Animal Care International (AAALAC);
- Plans and coordinates facility and management changes necessary to
attain and ensure continuing compliance;
- Administers the NIH Animal Research Advisory Committee (NIH-ARAC)
through which NIH Animal Care and Use Program policy is developed and
Program oversight is directed;
- Administers the Interagency Research Animal Committee (IRAC);
- Drafts and coordinates implementation of Federal policies and guidelines
on Animal Care and Use;
- Serves as interagency liaison between member Departments and other
Federal offices and International bodies and organizations;
- Develops and administers Interagency and Cooperative Agreements for
the purpose of conservation and supply of essential threatened experimental
animals;
- Serves as principal advisor to the Assistant Secretary for Health,
DHHS, the NIH Director and the NIH Deputy Director for Intramural Research
(DDIR) on all aspects of animal care and use in research;
- Provides liaison through the Office of Legislative Policy and Analysis
to Presidential, Congressional and Departmental inquiries;
- Officiates at the Animal Program Directors and the Animal Program
Advisory Committees, two senior operational Animal Care and Use advisory
committees;
- At the request of the NIH Director and the DDIR serves on Departmental
and interdepartmental committees addressing various issues with animal
care and use components.
